out a strong case for an increase in his emoluments on the

ground of increased work and responsibility and I have

nothing but praise for Mr. Irving's work as Director of

Education..It is, moreover, anomalous that the appointment

of Director of Education should be in the same class end

on the same rate of pay as that of the Headmaster of

Queen's College, who is his subordinate.

I have, therefore, to recommend

that in next year's Estimates Mr. Irving's personal allow-

-ance should be increased from $300 to $600 per annum and

that he should be given Exchange Compensation upon the

allowance so increased, but should not be permitted to

include it in calculating his pension. The allowance would

only be drawn while Mr. Irving fills the post of Director

of Education or while he is on leave, not when he is

acting in any other appointment.
